The new rules say that if clubs inflate transfer and sponsorship fees between related parties above the market rate, they will face penalties. Last month, the Premier League voted to tighten control over these transactions.
This is because there are worries that clubs like City and United could get an unfair financial advantage from inflated deals between related entities. There have been concerns about transfer links between Newcastle and Saudi clubs also owned by the Saudi Public Investment Fund.

There were rumours last month about potential January moves involving Miguel Almiron and Al-Hilal star Ruben Neves to and from the Saudi Pro League, respectively. At the same time, people have noted City's interest in Girona star Savio.
Savio's main club is Troyes, a second-tier French team. Like Girona, Troyes is part of the City Football Group and Savio, who was signed from Brazil for an initial £5.5m in 2022, hasn't yet made his debut for Troyes.
Meanwhile, United co-owner Sir Jim Ratcliffe owns Ligue 1 team OGC Nice and Chelsea owner Todd Boehly and his consortium are the majority shareholders of French club Strasbourg. The new rules also apply to club sponsorship deals as well as transfers.
