A prisoner died from an overdose after jail staff failed to notice he had been stockpiling the antipsychotic medication in his cell, an inquiry heard. Robert Allen, who passed away in May 2019, was in the segregation and reintegration unit at HMP Shotts in Lanarkshire, due to two incidents involving serious violence.
A Fatal Accident Inquiry was told the remand prisoner assaulted a fellow inmate with a plank of wood in February 2019. He later assaulted a police officer a few weeks later. Both incidents were believed to be psychologically-motivated, the hearing was told.
The 32-year-old had been prescribed antipsychotic medication following a deterioration in his mental state, which he was taking alongside his daily dose of Methadone, Glasgow Live reports. Prison nurses reported that Mr Allen hadn't been fully complying with his medication but was thought to be taking it "at times".
He was assessed as posing a "significant risk" of further serious violence due to refusing to take the drugs. A prison medic, Dr Morris, decided that the limit of care that could safely be provided in a prison environment had been reached by March and that he should be moved to the state hospital.
A decision was also made to dispense Mr Allen's medication, including his high dosage antipsychotic medication, on a weekly basis unsupervised. He believed that given the anti-social traits of Mr Allen's personality, if the prisoner was ordered to take medication and was supervised while doing so, it would make him less likely to comply.
