A police investigation into the death of a teenager at a mental health unit in Prestwich has concluded there is insufficient evidence to bring a prosecution. An inquest into the death of Charlie Millers was delayed in January 2023 so the Greater Manchester Police inquiry could take place after it emerged at a coronial hearing hospital records may have been edited after his death.
Charlie, 17, died five days after he was found unresponsive in his room at Prestwich Hospital on December 2, 2020. Two other patients being treated at the hospital also died within nine months.
The Manchester Evening News understands a GMP investigation has concluded and that there is insufficient evidence for authorities to seek a prosecution for manslaughter by gross negligence.

The decision is a police decision, but early investigative advice was sought from the Crown Prosecution Service during the course of the investigation. The police probe has also concluded there is no evidence there were amendments made with criminal intent to hospital records.
Dr Arasu Kuppuswamy, chief medical director at Greater Manchester Mental Health NHS Foundation Trust, which runs the unit where Charlie was a patient, said: "We express our deepest sympathies to Charlie's family, friends, and all who care for him. It would be inappropriate for us to comment further until the coroner's inquest has concluded."
Charlie's inquest was due to start on January 30, 2023. Now the GMP investigation is concluded, it is scheduled to take place on April 8 over three to four weeks at Rochdale Coroners' Court.
