And a dossier released by the government after the Prime Minister's speech in Manchester reveals that 60 per cent of the £8.3bn to 'tackle the scourge of potholes' will be spent OUTSIDE the North of England.
After finally confirming the flagship high speed rail project would no longer connect Birmingham and Manchester, Mr Sunak today pledged to 'reinvest every single penny, £36bn, in hundreds of new transport projects in the North and the Midlands, across the country'.

This includes the creation of what he named 'Network North', which involves improvements to road, rail and bus schemes.
A 40-page report by the Department for Transport justifying the move was released after the speech, despite the PM telling broadcasters only 24 hours earlier that no decision had yet been taken on HS2.
It said investment 'in the transport that people in the North and Midlands want, need and use, from buses to potholes, has been crowded out by HS2'.
And it added: "To improve everyday local journeys for people, such as more buses and better roads, we will tackle the scourge of potholes across the country and support hundreds of bus routes in the North and Midlands."
In total £8.3bn has been allocated 'to fix the blight of potholes on roads up and down the country', representing 23pc of the £36bn, analysis by Reach's Data Unit reveals. Of this, £3.3bn is being spent in the North, £2.2bn in the Midlands and £2.8bn in the rest of England.
