Premier League sides voted against a temporary ban on player loans between clubs with the same owners on Tuesday.
The Premier League was understood to be in favour of introducing the ban, which would have stopped loans between related parties, but eight clubs voted to reject the proposal and 12 voted in favour of it.
Manchester City, Newcastle, Chelsea, Sheffield United, Everton, Wolves, Nottingham Forest and Burnley all voted against the ban, as per reports. The vote means Newcastle can sign players from clubs also owned by Saudi Arabia's Public Investment Fund (PIF), for example.

Manchester United voted in favour of the ban, which was two votes short of the two-thirds majority needed for it to be passed.
The ban proposed by the Premier League was a temporary measure until a permanent solution could be agreed before the summer transfer window and it was set to exclusively apply to incoming loans, not outgoings. It's been suggested the rushed nature of the proposal ahead of the January window contributed to it not being passed.

United will join the likes of Newcastle, City, Crystal Palace and Chelsea in having links to football clubs outside of the Premier League.
City are under control by the City Football Group, Palace are owned by Eagle Football Holdings, who also own French side Lyon, while Chelsea's owners BlueCo took a majority stake in Strasbourg in June.
