A decision to write off a debt of almost £1.5m owed to Bolton Council by car parking giant NCP has been slammed by councillors. The council, which has had to make more than £40m of cuts in the past four years, works with National Car Parks Ltd (NCP) who signed a 50-year contract in 2009 to operate the multi-storey car parks at the Octagon, Topp Way and Deane Road, as well as surface car parks on Ashburner Street and the Octagon.
NCP also manages the maintenance and cash collection for the on-street pay and display terminals located in the borough. Within the contract, there is a requirement for NCP to make payments to the council of £79,398.90 per month.
However, when the Covid pandemic hit and the car parks were unused, NCP stopped paying and accumulated a debt to the council of around £3.8M. Negotiations between the two parties led to a decision last month by Bolton’s Labour run leadership to write off around £1.5M of that debt with the remaining £2.3M being paid immediately.

They said the write-off would be funded by government issued Covid recovery funds held back by the council for such eventualities caused by the pandemic and day to day council budgets would not be affected. The issue was called in to be debated by the full council by Horwich and Blackrod First’s David Grant. He demanded the cabinet reject the request to write off the sum.
Coun Grant said: “This is public money. “I do not believe the government intended Covid recovery funds to be used to pay a negotiated settlement to a perfectly solvent company.
