It’s a health issue which is rapidly escalating.
It’s affecting children as young as 11, with traders trying to hide the harmful products under floorboards. The dodgy goods are flooding into Manchester Airport — with trading standards officers seizing more than 100,000 in the last year.
The issue is illegal vapes. And a new report has detailed how endemic the problem has become in Manchester.

“The only area of increase in requests for service [of trading standards officers] relating to crime and disorder…was illicit tobacco/vapes,” the document says. The numbers are stark: 44 percent of all requests for service to fight crime related to illegal tobacco or vapes.
“We started to see a significant increase in reports of illegal vapes and illicit tobacco products during 2022/23, particularly sales to under 18s, a trend which has grown exponentially in the current year,” the report goes on to say.
“There has been an increase in the number of complaints of vapes being sold to minors, some as young as 11 including children being served in school uniforms, which shows both a complete disregard of the law and the effects of the products on children. There has also been an increase in the sale of illegal vapes with more found to be concealed.”
The issue isn’t just confined to back-street corner shops which think the eyes of the law are elsewhere. Seizures of ‘non-compliant vapes’ have been made ‘from small retailers to large importers’.
