A report from Football Insider says Newcastle and Spurs remain interested in Phillips, with the former looking for a replacement for Sandro Tonali amid his 10-month betting ban. Juventus are also in the frame and may be in a better position given they are not a direct domestic rival to City.
It is thought more likely that Phillips gets loaned out in January, with his contract not expiring until 2028. City would be able to perhaps command a better fee in the summer when clubs have more cash than in mid-season.
Meanwhile, the champions have been linked with Bayern Munich full-back Alphonso Davies and Mundo Deportivo says the Bavarians are fearful that the Canadian will run down his deal, which expires in 2025.
