Pressure is mounting on Manchester council to stop using bailiffs to collect debt - with campaigners leaving the town hall claiming a victory. Community union Acorn and charity Debt Justice has been arguing that using bailiffs is costly and takes a toll on the mental health of people who cannot afford to pay.
They were invited to speak at a scrutiny meeting on Thursday (September 7) where councillors discussed debt collection and looked at changes to council tax support. It comes after previous town hall meetings where suspended when protesters repeatedly interrupted proceedings as part of the Acorn campaign.
Representatives from the two groups told councillors that using enforcement agents to collect council tax - which comes with a fee - is a 'false economy' and argued the 'human cost' of using bailiffs cannot be quantified. They have called on the local authority to stop using bailiffs, apologise to residents who have been visited by bailiffs and find more 'humane' ways of collecting debt.

The scrutiny committee backed some of the groups' demands, recommending that the council completes a feasibility study into methods of debt collection which do not involve the use of bailiffs. After the meeting Acorn Manchester branch organiser Louisa Olympios said this was the outcome they wanted.
Richard Dunbar, a senior community organiser at Debt Justice, added: "It's a good outcome as long as the council sticks to a time sensitive review. The longer they take, the more people will suffer at the hands of bailiffs."
