It’s going to be a hard winter for Greater Manchester’s homeless. It always is.
But after years of steady improvements in getting the numbers of rough sleepers down, the level of people sleeping on the streets shot up by 13 percent in 2022. That took it to 102 cases on the night the count was taken, which is the national standard for recording levels of homelessness.
And there was an even larger increase from 2022 to August. The official count recorded 145 people sleeping rough in the summer, a rise of 42 percent. Worse still, city-region leaders expect the situation to worsen when the next count takes place later this month.

That being said, the 2022 level was 62 percent lower than the peak of 2017, meaning this year’s levels will not be near the nadir seen in the city as Andy Burnham took over the mayoralty.
That’s prompted Manchester city council to announce its plans for how it will help rough sleepers this winter — and says it has ‘learned lessons’ on how best to help. It is going to send its outreach teams out from midnight to 4am on winter nights to ensure rough sleepers get the help they need.
It has already set up the 74-bed temporary accommodation facility Etrop Grange in Wythenshawe, which can provide shelter for dogs. And as temperatures plummet, councils have to put in place extra support when the mercury drops below zero.
The council says the national benchmark is to do so when the temperature is forecast to drop to zero or below for three or more consecutive nights — but it will go further.
