Councillors agreed to drop the card only payment system at a meeting of the full West Lothian Council.
It was also agreed to put the management of the café out to private tender. It's currently run by council staff.
The decision follows a motion by Linlithgow's Lib Dem Councillor Sally Pattle and Armadale and Blackridge's Independent councillor Stuart Borrowman in May.
But there was confusion at the meeting as to why veteran Labour councillor Tom Conn had to introduce another motion to the full council in the first place. Councillor Pattle expressed surprise that a new motion had to be tabled.
Councillor Conn said he introduced the motion because the proposals had been discussed by the Policy Development and Scrutiny Panel he chairs.
Provost Cathy Muldoon said the May motion had only called for a report. The Labour motion called for reintroduction.
Councillor Borrowman said: "Sally, you just need to get used to the idea that Labour need to make everything seem like their idea."
He proposed a composite motion to ensure cash payments would continue under new management: "If I can read the room, there's a degree of sympathy for what Councillor Pattle and I raised a couple of months ago.
"I have two points. There's nothing here that sets a time frame, and I'm happy if it's just as soon as practicable and, as we move to the next phase of Labour's privatisation programme, that the cash payment is integral to the offer made to any new contractor."
Councillor Conn said: "I'm happy to accept Councillor Borrowman's statement [on the time frame].
"I don't think we're privatising the café, we have shop units that we let. But I'm happy to take that on board as well."
Councillor Pattle told the meeting: "I wanted to reiterate the points
