Andy Burnham says he would consider ‘HGV restrictions’ in the city centre if re-elected mayor.
However, the Labour politician has ruled out introducing a charging clean air zone which was scrapped after a furious backlash in 2022. Instead, the mayor wants to introduce a ‘investment-led approach’ to bringing down air pollution in the city centre by getting more people on Bee Network buses, setting up a fund to upgrade taxis, and improving congestion in the city centre.
The plan — which campaigners have criticised for not bringing pollution down enough — is currently being considered by the government. It has been with minsters since December last year.

Now, in his election campaign to secure a third mayoral term, Mr Burnham has revealed he would consider new restrictions on HGV.
“If you had to push me — as we are still waiting to hear what the government has today on the investment led approach — I would meet you halfway,” he said in reply to questions on if he would reintroduce a charging clean air zone.
“How about HGV restrictions in the centre? There’s an argument to say we let too much unrestricted traffic in the centre.”
However he added he ‘would not introduce a charging CAZ because of the impact on our poorest resident not being able to afford a newer vehicles’. He made his comments at a transport hustings also attended by Liberal Democrat candidate Coun Jake Austin and Coun Michael Welton, a Green appearing on behalf of their candidate Hannah Spencer.
Coun Austin also ruled out implementing a charging clean air zone if elected. He said: “If that gets introduced it can lead to a backwards step.
