Councillors have spoken out against a review panel's conclusion Perth and Kinross Council acted "appropriately" in the actions that led to it legally challenging a Scottish Government decision.

Nicola Sturgeon has admitted the Scottish Government has no plans to scrap council tax in the short term despite the SNP pledging to abolish it 15 years ago.
The First Minister was in Greenock on Friday to launch her party's local government manifesto which included a pledge to keep council taxes "as low as possible while protecting vital services".
The SNP leader also pledged to scrap council tax for all Scots under the age of 22 - meaning a young person living alone in a Band B property could save around £750 a year.
Abolishing council tax was a key plank of the SNP's 2007 Holyrood manifesto which led to the party entering government for the first time.
Council chiefs have long called for the system to be overhauled as well as the overall funding systems for local authorities.
The Scottish Greens - who signed a power-sharing deal with the SNP at Holyrood last year - are also committed to scrapping council tax.
Asked about council tax today, Sturgeon said: "I still don't think the council tax is a fair or progressive form of taxation.
"But what we have found is it's very easy to say that - it's not as easy to build a consensus on what replaces the council tax.
'We will continue to explore and work with others, where we can, for potential reform.
"But for the moment, given the cost of living crisis, the commitment to keep council tax as low as possible is the one in our manifesto."
The First Minister said reducing the burden for young Scots would now be a priority - with those under 22 paying nothing at all.
Sturgeon said a timescale for the policy would be set out "shortly" and it would apply across the country.
